i go to a community college, can i join a fraternity in another institution (a University) ?

No it’s not possible. When you transfer to a university you can pledge then.

    I think the whole point of a fraternity is that you’re in it with other students from the same school as you, so no, probably not.

    Depending on which university’s fraternity you want to join. Some schools allow you to. One of my sister’s friends joint a sorority from a different university.
